My wife and I found a new organic produce stand today at the corner of McAllister and Blackburn in Riverside.

Two Riverside County Hazardous Waste Facilities Expanding Hours in 2017

The Riverside County Department of Waste Resources announced that it will be expanding the service hours of the household hazardous waste collection facilities at the landfills in Moreno Valley and Beaumont beginning on January 2, 2017.

These services are for Riverside County residents only, and are aimed at keeping household hazardous waste out of landfills. Waste from businesses or non-profits is not allowed.

From a Riverside County News Release:

The Riverside County Department of Waste Resources will expand the service collection days for the antifreeze, battery, oil, paint (ABOP) and PaintCare Facility from one day a week to 6 days each week, at the landfills in Moreno Valley and Beaumont. Beginning January 2, 2017, the newly expanded services will be available for free to Riverside County residents from 6 a.m. to 4:30 p.m., Monday through Saturday, except on holidays. The Badlands Landfill is located at 31125 Ironwood Ave. in Moreno Valley and the Lamb Canyon Landfill is located at 16411 Lamb Canyon Road in Beaumont.

The ABOP and PaintCare Facilities provide an opportunity for Riverside County residents to keep household hazardous waste out of landfills and ensure that it is properly managed.

The release states that typical waste accepted at these facilities “includes antifreeze, household and automotive batteries, used motor oil and oil filters, paints, cooking oil, aerosols, mercury containing equipment, fluorescent bulbs/tubes, and electronic wastes such as televisions, computers, VCRs and telephones”.

The release does not specifically mention old fuel. I have some to get rid of so I will to call to find out if they will accept it.

There are limits. No contaminated waste will be accepted, and loads must not exceed 15 gallons (in no more than 5 gallon containers) or 125 pounds (no more than 50 pounds per container) per vehicle.

“A” Street / Citrus Heights Drive Update: Dec-16

Update #3 – 01/05/17: I have received word from the County that the “weather has pushed back the Street “A” opening until 2/3/17.”

Update #2 – 12/27/16: I have heard that the street is ready to go with the exception of the traffic signal at Van Buren. The traffic signal poles are scheduled to arrive on 1/6/17 and the street is scheduled to be operational on 1/13/17.

Last I heard, Citrus Heights Drive in Riverside, California was supposed to open at the beginning of the new year. It looks like they might hit that schedule. I took a little hike in the hills above Dufferin on Christmas morning and snapped a few pictures:

** Update 12/27/16: **

I am trying to confirm how this street will connect to Van Buren. Due to its location and the apparent widening of Van Buren where it intersects with Citrus Heights Drive (FKA Fairway Drive FKA “A” Street), I assume there will be traffic signals. The following information from a January 5, 2016 Riverside City Council Memorandum seems to confirm this (emphasis added), but I will try to get actual confirmation from the City and/or County:

The public infrastructure improvement in the City is a partial road construction project that has recently been approved by the City’s Public Works Department and is a required condition of the project approval. The City improvements identified within the JCFA include:

i. approximately 4,501 linear feet of full width and complete street improvements to be known as Fairway Drive which will connect McAlister Parkway and Van Buren
Boulevard, and
ii. approximately 824 linear feet of partial width street improvements on Van Buren Boulevard which are necessary for the Fairway Drive connection

Project History
In January 2006, the County of Riverside Planning Commission approved Tentative Tract Map 30153 ( “TTM “), which included a 330 lot residential subdivision ( later revised to 343 lots) located in unincorporated Riverside County, easterly of McAllister Parkway, just south of the City. Approval included a condition to construct “A” Street between McAllister Parkway and Van Buren Boulevard. The roadway is approximately 60% in the City and 40% in the County.

On April 10, 2012, City Council approved an agreement with the County of Riverside for the A” Street Improvements. The County assumed responsibility for environmental review, right – of -way acquisition, preparation of the plans and specifications and construction of the project.

HUD Awards Almost $20 Million for Riverside and SB Homeless Programs

The U.S. Department of Housing and Urban Development announced Tuesday that it has awarded almost $2 billion to over 7,000 homeless assistance organizations throughout the Country.

Combined, Riverside and San Bernardino organizations were awarded almost $20 million. To see the entire list, click here.

A Morning at Fairmount Park in Riverside, CA

I have lived in Riverside for thirteen years, and have never visited Fairmount Park in Riverside, California.

This past weekend after I dropped my oldest son off to take the SAT, I decided to take a walk around the park. Here are a few pictures:

I didn’t walk near the tank on this visit, but I was very curious about its background. I found a page on the City’s website that provides a little bit of the history. Here is a summary:

The tank is a light amphibious tracked vehicle called the LVT (Landing Vehicle, Tracked). The LVTs were produced here in Riverside during World War II by the FMC Corporation. The same company also retrofitted these vehicles for use in the Korean War. The LVT was also known as the Water Buffalo.

“In 1949 a monument, complete with LVT, was dedicated to the factory war workers at Fairmount Park near the location where they had conducted testing.”

“A” Street / Dufferin Update, Jan-15; Public Hearing on 01/13/15

At the public hearing this morning, the Board voted 4-0 to approve the resolution.

According to Transportation Director Perez, the road is expected to cost “in the neighborhood of about $8 million”, the cost of which will be “borne by private development”.

On January 13, 2015, the Riverside County Board of Supervisors will hold a “Public Hearing on Adoption of Resolution No. 2015-002, Authorization to Adopt a Resolution of Necessity for the Street A Improvement Project”. According to the agenda, the meeting begins at 9:00 AM. The hearing is agenda item 9-2.

If you aren’t familiar with the Street A / A Street project, here is some background from the Submittal to the Board of Supervisors (you can also review the numerous posts we have written about the Dufferin closure and A Street project here: dufferin-closure):

The Street A Project is a proposed two lane collector road connecting McAllister Parkway to Van Buren Boulevard, of which 40 percent is located within the jurisdiction of the County of Riverside (County) and 60 percent is located within the jurisdiction of the City of Riverside (City).

In 2006, the County approved Tract 30153 (McAllister Hills), which would have constructed a golf course residential community development. The County required this tract to construct a new road between McAllister Street and Van Buren Boulevard, referred to as Street A, which would serve traffic from the development and provide an alternate access route for residents of Victoria Grove, The Orchards, and other communities in the area north of El Sobrante and east of La Sierra Avenue.

The road design was nearly complete and right-of-way was about to commence in 2008 when work ceased on the developer’s project, which went into foreclosure due to the economic downturn.

Since that time, the community desires to see Street A move forward ahead of development due to the closure of the extension of McAllister north into the City of Riverside, which was done by the City in 2009.

[…]

The Project is a critical circulation and emergency access link for the communities of The Orchard, Victoria Grove and other developments located east of La Sierra Avenue, and north of El Sobrante.

What is a resolution of necessity? I’ll let a lawyer answer that question. From http://www.eminentdomainlaw.net/handbook2_6.php:

A “resolution of necessity” is the government agency’s formal decision to acquire property by eminent domain. It must be adopted before the condemning agency can commence an eminent domain action in court.

Why is a resolution of necessity required for this project? From the Submittal:

The Economic Development Agency/Facilities Management (EDA/FM) has presented written offers to the property owners as required by Government Code Section 7267.2. The amount of the offers is consistent with current property values in the Woodcrest area and is based upon a fair market value appraisal report.

The Project consists of six property owners; two of which have settled. However, settlement has not been reached with the remaining four property owners, although negotiations are still in process for the necessary right-of-way

How would this be paid for? From the Submittal:

All costs associated with the acquisition of these properties are fully funded by Developer Contributions in the Transportation Department’s budget for FY 2014/15. No net county costs will be incurred as a result of this transaction.
